Recently, the official communique of the European Union published the European Commission's regulation No. 301/2014 on certain categories of production or import in the European Union. According to the regulation, leather articles that can be directly contacted with the skin contain six valent chromium exceeding the minimum limit, which is restricted to the EU market (measures become effective after the 1 year transition period).


Regulation No. 301/2014 stipulates that EN ISO 17075 standard analysis is the only internationally recognized method for the analysis of six valent chromium in leather. The limit of the six valence chromium content of leather set by the standard analyzer is 0.0003% equivalent to the total dry weight or 3 milligrams per kilogram. Limiting standards will help monitor and enforce restrictive measures.


The new restrictions have been included in the list of prohibited substances (and prohibited substances) in Annex XVII of the chemicals registration, assessment, authorization and restriction regulation (REACH code) and implemented throughout the European Union.


According to this statute Annex XVII forty-seventh has added 3 paragraphs, including leather articles that are in contact with the skin. If the six valent chromium concentration is equivalent to 0.0003% or more of the total dry weight or 3 mg per kg, it is not allowed to be put into the EU market; if leather containing leather parts are in contact with skin, if the concentration of six valent chromium is equivalent to 0.0003% or more of the total dry weight or 3 mg per kilogram, it is not allowed to be put into the EU market; the above two paragraphs are not applicable to second-hand goods placed in the market, and these secondhand articles must be used for final use before May 1, 2015.


Finally, the European Commission warned that more restrictive measures could be imposed in the future. Article eighth of regulation 301/2014 states that the effectiveness of restrictive measures will be based on the appropriate amount of chromium allergy reports.
